» Basic Description 

The Provincial Social Welfare and Development Office take charge of the social welfare and development of the Province of Albay.

» Function and Significance to the province and people of Albay

This department is tasked to protect, promote and mainstream socially disadvantaged sectors into the development process by responding to their needs and problems, enhancing their potentials and capabilities and mobilizing them as active partners in community development.

Social welfare and development programs and services are delivered to assist children, women, individuals and families in crisis situation, senior citizens, persons with disabilities and communities at risk.

» Divisions/Units

The department is composed of two (2) divisions, namely: Special Assistance Division and Relief and Rehabilitation Division, headed by the Provincial Social Welfare and Development Officer and is Assisted by two (2) Social Welfare Officers, clerk and an Statistician Aide.

Emergency Assistance
·          Aid to Individual in Crisis Situation

      To avail, you should submit the following requirements;
      - Certificate of Indigency
      - Social Case Study Report
      - Medical Certificate/Medical Abstract
      - Prescription Slip
      - Death Certificate (for burial Assistance)

·          Provision of Food Commodities

·          Food-for-Work

·          Emergency relief assistance and shelter Assistance to displace families

*To avail, you should have and be in the Disaster Monitory Report

Persons with disabilities welfare
·          Capability Building
·          Skills training
·          Self-Enhancement for PWDs
·          Provision of assistive devices, surgical supplies and wheelchairs
·          Strengthening of Local Organizations of PWDs
·          Educational Assistance to disabled students

* To avail, you must submit a Social Case Study Report, Medical Certificate, Whole body picture of the person with disability and Certificate of Indigency.

Older Persons Welfare
·          Self-Enhancement for Senior Citizens
·          Financial support to LGU Projects of Senior Citizens
·          Year-End General Assembly of Senior Citizens
·          Filipino Elderly Week Celebration

*To avail, u must submit a program proposal endorsed by your respective City/ Municipal Social Welfare Development Officer.

Women’s Welfare
·          Strengthening of Local Council for Women
·          Livelihood Assistance
·          Advocacy/Capability Building

Child and Youth Welfare/ECCD

·          Provincial Talent Competition of Day Care Children

·          Capability Building for Day Care Workers

·          Additional Incentives for Day Care Workers

* To avail, you must present a Quarterly Master list of Day Care Workers duly certified by the respective City/Municipal Social Welfare and Development Officer and City/Municipal Mayor.

·          Construction/Upgrading of Day Care Centers including facilities and program materials

·          Supplemental feeding
